Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on Western support – a reliance that European nations are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, certainly, persist.
Strategic Calculations
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration presumes that it is unrealistic to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but avoiding a total frontline collapse until conditions improve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
